ICE Mutual Agreement Between Government and Employers
Program Description
The Ice Mutual Agreement between Government and employers program IMAGE) is a joint government and private sector initiative designed to build cooperative relationships that strengthen hiring practices and encourage employer compliance to ensure a lawful workforce. Homeland Security recognizes that while most employers want to comply with our nation’s immigration laws, their hiring policies and procedures may not be sufficient to ensure a lawful workforce.
Learning objectives:
- Attendees will get an in-depth understanding of IMAGE and learn how through close coordination and partnership with the private sector, IMAGE seeks to promote principles of ethical business conduct, prevent the hiring of unauthorized workers, and empower employers with pragmatic immigration compliance.
- Attendees will learn how IMAGE can benefit their company through brand protection, workforce integrity, avoiding disruption by Homeland Security, avoiding fines, and receive training on properly completing I-9s.
- Attendees will be informed on issues employers need to be aware of such as the use
- Of counterfeit documents, increased use of identity theft schemes, complicated laws and regulations, and multiple regulatory responsibilities.

Allison Carter Anderson is the ICE Mutual Agreement between Government and Employers program coordinator for the HSI Office of the Special Agent in Charge, Tampa, having operational responsibility over 58 of Florida’s 67 counties.
Allison has over 15 years of federal law enforcement experience, starting with the United States Customs Service, Office of Investigations (now known as Homeland Security Investigations) in December 2002. Allison introduces the IMAGE program to businesses and professional organizations, and conducts IMAGE outreach presentations, workshops and seminars to private and public companies throughout northern and central Florida.
